5-DAY EMERGENCY LEAVE


On July 24–25, 2025, the local government of Moncada, Tarlac formally declared the municipality under a State of Calamity due to severe flooding triggered by the ongoing Southwest Monsoon and storms such as Typhoon Emong   . According to the NDRRMC, over 2.7 million people nationwide were affected by heavy rains, including significant infrastructure damage and household destruction in Central Luzon.


If You’re a Government Employee, you may request 5 days of special emergency leave under CSC Memorandum Circular No. 2, s. 2012, as amended by CSC MC No. 16, s. 2021, without deducting from your vacation or sick leave. This applies if your residence or work location is in a declared calamity area and you’re directly affected.


This benefit provides much-needed flexibility to recover from typhoons, floods, earthquakes, fires, volcanic eruptions, and other declared disasters—without deducting from your vacation or sick leave credits.


The declaration of a State of Calamity is not just a formality—it is a legal tool that triggers specific government protocols to help residents recover faster and maintain public order.
